How do I set default COMMENTS viewing to FLAT ?

I would like to know how to set the default method for viewing comments in my modules. I would prefer that every user is defaulted to FLAT, unless they change it themselves. How can I do this?

you can go to admin menu -> system -> preferences -> general settings

the users can change thier viewing comments in their user profile.
