(Lack of) flooding control in newbb1?

Am I missing it or there is absolutely no "flooding control" in the newbb1 module?

I find this hard to believe when phpBB have had this for many many years.

I run a political board and a few kids are rendering the board totally useless.

What are my choices other than to upgrade to newbb2 (which I feel very uncomfortable at this point) or some other forum modules? (and which ones?)
