I'm making a site to host quality original fiction on the internet, sort of like an online publisher of sorts. Can I use XOOPS to allow authors to upload their stories to a private spot for our editors to read and then add the story to our pages?

Xoops has several interesting article management modules such as Soapbox (http://dev.xooops.org), WF-Sections (http://www.wf-projects.com) and News (dev.xoops.org)

Depending on your need for fancy features.
