Again..PLEASEEE HELP

First thing, I run multiple language on my website, www.english2day.com when someone types during Japanese time and someone in english mode watches his typing its all gibberish.. some sort of encoding I must change.. how can I do this and where..

Second, my forums all have the icon of new posts, even if they dont have new once..

Sorry for the questions but pleasee help me
