Why I dont acess Member Permission ?

Hi, I installed XOOPS Forum and I acess ACP. In System -> Member Permission, I don't acess. When click mouse in, appears is ex:
Forbidden
You don't have permission to access /domain/modules/system/admin.php on this server.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

Help me !

Oh, I don't know how I process file modules/system/admin.php when I click User Permission. I wish you help me one . Please, help me.
