How to put banners into blocks?

I'm trying to put banners into blocks, but when i create a new block and put the tag <{$xoops_banner}> in it, the banner doesn't appear, just show the tag <{$xoops_banner}> in form of a text. Any ideias?

why need a "?>" in the front to get it works?

you could output the div tag in echo too.but i think it doesn't matter.
