Is there a way to insert a javascript? The reason I ask is...I want to make it so when users click on a link in on of my sections, use javascript to set the size of the new window to open with no scool bars and buttons etc.

You can try to insert js into template which implements the section.
Which module are you using?

If you are using section you must find in index.php (section modules) the right line and then modify the html to insert your js. I think it is quite simple.

If all you need to do is open a pop-up window of a fixed size etc. you can use the ever-present XOOPS JavaScript function openWithSelfMain() - you can see in e.g. the site info block how it is done in order to PM a webmaster and modify it to suit your needs.
