I would like to move certian module links from main menu to user menu. can anyone guide me on how to implement it ?

The cheap way would be just not to show it:

How to hide an installed module's link in the main menu

To hide a link to a module in the main menu go to System Admin-->Modules and look for the Order ( 0=Hide ) column to the right of the module. Change the "1" to a "0" (Zero). Although the link is hidden in the main menu the module is still active

and then just add it too whatever block you like.

To really move them out there you will have to work with the templates. But there is a starting point for that too in the above linked documentation as there is an example how to hide 'Submit news' link and you may take that as a starting point to see where you have too look for this stuff.

Thx Bender, that one option i am currently working on.

I think this should also be added to feature list for upcoming versions of Xoops. Calling it modular menu system, where by admin can decide which thing goes where.

i think you could insert this into table in system_block_user.html

this will manually add links but will not generate submenus. may work.
