Does any one know how to convert a cgi db to a php one?

I don't think that's the right question.

CGI = a protocol (Common Gateway Interface)
DB = database
PHP = a programming language

ok how bout converting a link page like this http://www.jodee.biz/scgi-bin/rlinks/rlinks.cgi into a XOOPS link page without having to do it one by one

I've done that type of thing before. It would require a custom script to do the conversion.
