create a group, give that group certain priviledges on specific admin modules

add a use to the group

log in as user, click on System in the admin menu, it properly displays *only* the modules that the admin has access to... BUT, if you hover the mouse over the System button, the popup menu displays *all* admin modules, which is misleading


dunno if this was already reported, if it was, please disregard
