I have made a theme but I am not sure how to code it for xoops. So could some one please code it for me then email it to me: cyruspoonawala89@hotmail.com

I quickly edited the layout to show left/center(l/c/r) blocks, you can try it here, and get the files here. You'll have to edit the colors yourself, but that shouldn't be a problem. I also suggest you take a look at some other darkblue themes, for example the one webbsida.org made (webbsida.org itself doesn't exist anymore).
