Beginner admin of site and having troubles getting file to DMS

I am just a beginner and trying to upload some files so that members of web page can download and use. When I log in as admin and go to the DMS module I only see:

DMS PAGE TITLE:
DOCUMENT STORAGE PATH:
DOCUMENT STORAGE TUNING:

UPDATE BUTTON

This is all I see. I do not know how to upload so that regular users can see the file and click on the link of the file to download
