Changing the Loading page?

Does anyone here know if and how the loading page can be altered. I would like this page to fit the design of my site.

About the loading page, it is the page that you see when logging in to a XOOPS based website.

Also, if the page cannot be altered, can it be deactivated?

To change:
admin -> system configuration -> templates -> system templates -> system_redirect.html

You mean the first page/top page of the site? You set the module of the top page in System Admin -> Preferences -> General Settings
