Blocks won't stick in configuration

I am trying to setup up a top page like this:
Anonymous user = Login block only, left center

Registered user = main menu, user menu, forum, gallery, online various locations.

I set up the registered user and then select to display 'anonymous' group in the block config page. when I change something in the format of the 'anonymous' group the 'registered' group changes also.
Ex. I set visible to 'no' for user menu in Anonymous and then display 'registered'. User menu is now off in the 'Registered' group.
What am I doing wrong?

A block's visibility attribute is independent of the user group.

Whether a group can see a block is determined by the group's block access rights. (System Admin >> Groups >> Modify)
