Theme making Newbie need help

Can anyone help.
I am trying to make a Star Trek LCARS theme but can't quite figure it out.
My main problem is the block border images and sub menu images.
this is an idea of left block menu.

can anyone give me an Idea on how to code this?

not sure if it will help, but check it out, it deals with custom blocks and menus.

background-image: url('images/any.gif');

You can use something like the above code in your style.css to put into the menu style, and for example as the background for block titles and block content.

There was a theme I used in the past that even used images for the borders.

please note that the link to thread i provided will style a custom (using theme css) menu block but i don't think it will dynamically generate submenus.
