I tried inserting the users online code block into my theme.html but no luck :(

Is this code wrong?

Turn on SMARTY debug and see if you actually have the $block array with lang_members, online_members etc.

Just by inserting the SMARTY variables in the html doesn't mean that the variables actually have values...
