Yes, it creates all the PostNuke theme files (or it will do soon).

If you send me XOOPS theme structure, I can easily use all my interface to generate XOOPS themes (but then that will be MY business).

I can have a XOOPS theme builder in about 2 months if I have the theme structure clean.

Or I can "interchange" parts of my interface code -then you link it to XOOPS theme- to allow you (or your clients) desing the themes (then it can be YOUR business).
