What exactly do I do to enhance performance? It sounds like I should change the cache times (in module-wide cache) from maybe 30 seconds to one minute, then back again? Why does changing the cache time help? Or do I have the wrong understanding?

No no, you do not have to change anything, just press the submit button since this deletes all cache files. So, do not change anything, just press the submit button.
