I upgraded from 2.4 something. But it wasn't a exactly 'clean' upgrade. I forget what went wrong, but I think I ended up installing 2.5 almost from scratch. Just managed to save all the content.

I didn't see the upgrade option because the old system was always running and I could not easily get to it.

Ah, in the module config options, there is a spot to make certain commands active or inactive.

So I could turn off mailusers there, or any of these other fields.
