We should thank Dave_L for pointing this out...

XAMPP 1.4.10a uses MySQL 4.1.7 which appears to have issues with PHP 4. XOOPS version 2.0.7.3 only works with PHP 4

http://www.apachefriends.org/en/xampp-windows.html instructs :
