You could use
<{if $xoops_isadmin}><a href="<{$xoops_url}>/admin.php">administration menu</a><{/if}>

in your theme, and remove the usermenu.

Does anyone know when themes.xoops.org will be open to the public?

It would be nice if the community can rally around a specific set of goals for XOOPS CSS themes.
