I finally figured it out. The key was http://localhost/xoops/

Looking through the subdirectories I noticed admin.php. I typed that into the address bar at the end of http://localhost/xoops/ . It took me to the first screen you see when you first install Xoops. I clicked on ok, and got into the admin section. After that it works fine
