This is exactly what XOOPS needs.

Do you have any ideas on how to implement this feature into XOOPS? I have tried some of the hacks but they require too much maintenance. This is my highest priority to improving my XOOPS sites.

The new module Theme Changer 2.0 just released is the solution to the page title hacks. Hack no more this is a major step forward in getting your website into the top of the listings. This module will give you per page control of page title, slogan and meta words and description. As a side benefit it has the ability to control theme per page as well.
