What I'm interested in tho is possible buying a template from http://www.templatemonster.com and have someone port that to Xoops.

Now, I'm willing to pay someone to do if they can do it within a proper timeframe, and at the same time can document previous template designs for both XOOPS and IPB

And let me point out that I want it fully integrated with my current design which is running IPB in a XOOPS framework.
Including in this is also drop down menu's, so there might be some graphical work as well.
