Can't use Admin panel

I have just installed Xoops, and the installation went fine but I'm having an issue. When I try to go to the control panel(I'm logged into my account) I get a blank page. No error, no nothing. Just a blank page.

Also, this unrelated from above, many tooltips(When you hover over something and text pops up) say "THEME_Something" Why?

I assume that you have XOOPS 2.5.0, right?

What PHP version do you have? You should have at least 5.2

Yes, I have Xoops 2.5.

I have the same problem and my php version is already 5.2.17. and I have still the same problem,
could someone tell me what the problem is then???
