I have had a couple of people contact me about this I haven't looked into much as I am not a core developer, but from my tests it seems the 2.5.0 blocks system doesn't work at all, infact the only blocks you can access are the system blocks..

For example: I have selected All Types, All Pages, All Permissions, All Visibility and the system displays:



Now I have select System, All Pages, All Permission, All Visibility and it displays



Now I have select X-Forum, All Pages, all Permissions, All Visibility and this is what you get absolutely nothing..



Now I have select SmartFAQ, All Pages, all Permissions, All Visibility and this is what you get absolutely nothing..



This is a critical error and we will need a release all most immediately to fix this error, otherwise 2.5 series is unusable. This is a MAJOR Usability Issue.

You need to select at Pages "All types" and not "All Pages"

The blocks at the moment have not pages assigned, therefore if you select "All pages", it will show no blocks, because no block is fulfilling this criteria.
