I know that there is instantzero birthday module. Not sure if this module looks in user info for birthdays or I must enter birthday for every user on portal.

I would love to have automatic birthday list from user infos, and then use them in block for announcing birthdays to other users.

Viewing the SQL file makes me conclude that it is an independent table that is used for storing names, dates and pictures.

So, is there some other module or just custom block that can look at users birthdays and use it for announcing to other users?

I think you will have to create the block yourself. Use Deka's random users block as a starting point.
