Unreadable characters in phpMyAdmin

Ever since upgraded to XOOPS 2.3.1 MySQL database had became unreadable when browsing using phpMyAdmin, the funny thing is XOOPS 2.3.1 displays the data correctly but not in phpMyAdmin.

If you are a non English website, look into your db using phpMyAdmin. Does the characters the same as it is display on your website?
