Can an advertising client have multiple banners?
From what I have done it appears they can.

What then determines which banner will get displayed?

Under system admin/blocks, should there be a "banner" block?

They are displayed sequentially on each page-load until the banner reaches the impression limit.

No.

The banner code is held in a theme's theme.html file. To display banners, your theme most have the xoops_banner smarty tag somewhere in it, i.e.:

<{$xoops_banner}>
