what does this mean?

Copy the contents of the include directory to XOOPS_ROOT/include.

Is my folder XOOPS in considered the root?

Generally public_html is the XOOPS root unless you put XOOPS somewhere else (in which case it is wherever you put it...)

/include is the directory cleverly named /include located within the XOOPS directory.
