I'll try not to be a burden, and I'll be exact. Here's my list of problems.

1. I need a free host who will host my website for now. Is there any good free one?
2. The Databases and stuff. I downloaded XXAMPS, and it messed up my computer so badly, I doesn;t go fast with anything anymore. Used to be a high quality, but not any more. Is there something I can do to have the requirements for XOOPS?
3. Anything else I should know.
4. Then I download it, correct? Then I can work on it like I would with any Desktop document. Correct me If I am wrong.
5. The current site name is "Otaku Rage" but it may sound geekish. Should I consider changing it's name?

I'm sorry to continue asking more questions, but XOOPS may be my last chance to make a website since most of them always fail. If I can learn those 5 things and anything else, then I can make the website I really need.

For a free host, you could probably try Freeservers, as long as you don't mind low bandwidth (100MB).

I don't understand your 2nd, and 4th question very well. As far as I know, you don't need that.

I also don't see a problem with the name of your website.

2. Aren't you supposed to have a database and such? It says so in the manual. I'll try without it.

4. So after all that download it? I can work on it offline?

Ok, this all sounds good, i might use it tomarrow, since it's late here.

Also, is there any more free hosting companies with a my SQL database with bandwith and free for Americans?

No offense but have you used google?? I tried it and got 11,800,000 results, but to be nice here is a page that lists a bunch of them that you can review,

Hope this helps. But honestly you can go local and get a really good rate on getting your own domain name and it hosted for relatively cheap around $20 a month.

Do you want to install it on your PC or on a remote host?

For your PC - I can't help with what went wrong with 'XXAMPS'...but there is a document to help you install wamp5 on your local computer so you can install XOOPS and get used to it before you do a live site - while you are looking for a host. It is at the documentation site here

Looks like you found what you needed to.. hope you like the service, may I also recomend www.t35.com and www.xetaspace.net, both very nice, free, and friendly host.
