I can design theme for most php and dotnet portals. you can see my website www.mekanik.ir. thats a pesian website powerd by XOOPS and I designed the theme for the site. I use photoshop and css to design that theme + some blocks that I use ajax and rss.

I was going to say the same thing zero. Most theme designers already have their own domain and hosting. You will get more interest with cold hard cash :)
