Help with News Module. Blocks not moving under news.

I have news on my main page, and I also have IPB "most active threads" block on my main page. For some reason, no matter how heavy I weigh the block, the most active threads block remains at the top of the page. I want it to go underneith everything but it wont budge. Is there a conflicting block setting somewhere? I also noticed I can't edit the weight of the news story.

This might also be of use to you - but mind you bcak up first: hack to add center blocks above and below content use at your own risk.
