If this is the case you may consider first updating your module to news 1.44. In news 1.44 'submit news' there is a section 'select file to upload' and a browse button to find the file. I don;t know if this exists in 1.3

You will need to make sure you have allowed uploading of files in your new module preferences. Your file types and file sizes also will come into play.
