The XOOPS Polls module is no longer bundled with the core files. All you need to do is download the 2.0.x package of XOOPS, extract it to a temporary directory, and upload the xoopspoll module directory and its content into your modules directory.
I've used the XOOPS Polls module with the 2.2.x branch without any issue, so you shouldn't have any problems with it.
