I'm not sure where to turn to here for help.

Even logged in I don't seem to have permission to the form to ask for permission to CVS...is anyone else having this problem?

From the wiki:
+++++++++++++++++++++++++++++
Fill in the Apply for Project CVS services form (http://dev.xoops.org/modules/liaise/index.php?form_id=2). When you application is processed, your SourceForge account will be granted access to commit to your project. This includes adding your SourceForge account to the XOOPS project and giving you "karma" to commit to your project within the XOOPS repository.

+ This form requires that you be logged in to view it.

I see the form ok.

Have you had a project approved yet? You probably won't see the form until you have a project to ask for CVS access for. Is that the problem?

Perhaps, I was going to colaborate on another persons project so I didn't register a project of my own.

Normally you'd just ask the project admin to organise cvs access for you.

That form is more of a request to actually set up a cvs repository for a new project.
