I want to put a block after the module, how can I do that?

Smthg like this:

You need to order your blocks through your admin - please read the Documents from the Documentation site - they will help you with these sorts of questions.

Basically i wrote this somewhere and I ll write it again, it would be a nice feature to select the blocks position by horizontal and vertical order.

For example: L,CL/Top,CL/Bottom,CC/Top,CC/Bottom,CR/Top,CR/Bottom,R

From what you are asking, you can either arange your modules
or
you can also add it into your theme so it is permant, as i have done at the top of my page with html.

If you mean you want a menu or something like that, or even parts of the XOOPS code can linked by html
Like the loggin block as i have done

When I order it, they will be always above the module.

I just ran across THIS I haven't tried it yet. Not sure if that's what you want? But it looks interesting.

I think that tip will do what you need, but its a little fiddly to install....

Well I just tried it with the default theme that comes with it. And it looks to me to do just what you want. You just have to reposistion the:

<div id="content">
<{$xoops_contents}>
</div>

I don't have it on a live site but I could post a screenshot if you want? Here's one:
