Ordering my blocks

I have a serious problem when ordering content blocks on homepage.

There is how I made it on XOOPS admin pane:

1. "Welcome 2-Software" (Center-center, position 0)
2. "Latest Downloads" and "Most Popular Software" (center-left and center-right, positions 1)
3. "Recent Change Logs" (Center-center, position 2).

And you can see how it looks like:http://www.2-software.net/



If I specify "Latest Downloads" and "Most Popular Software" block to be displayed center-center, it's ok then. But what is wrong now? Why "Welcome 2-Software" goes down?

Take for testing another Theme. I think thats the problem!?

Block weights are for within a single block positioning group (i.e. within center-center area or within center-left area)

Any way to solve it? I'd like to have blocks placed as they are now, just "Welcome 2-Software" should be at the top
