How do I change permission to write to localhost

I am trying to install XOOPS on my laptop. I have everything install properly (as far as I can tell). But I cannot create a database using either mysqladmin or XOOPS install. All it says is that I don't haver permission @localhost.

How do I obtain permission or how do I change permission. I can't even figure out how to get to @localhost.

You guys...this is not a XOOPS problem!

What you are having trouble with, is the installation and use of a web server and database server. Check the documentation of the installer you used.

Note: Please only be using such a setup for development purposes only!
