whats the maximum usercount for xoops?
is there a limit when XOOPS is crashing?

No one knows lol there are many XOOPS sites with 1000 or more users

how do you find the 20000 member of this site (xoops.org) and send a welcome news about it?

just type the url for that uid.. similar to this..#

www.xoops.org/userinfo.php?uid=20000

or change the number to the uid u want..

to view a users uid, simply hover your mouse over the users name and look in the status bar of ur explorer and you'll see it..

thanks m0nty but i want 20000th active member of site.for example there is 24134 active member in this site as ackbarr said and 1767 inactive members and maybe some deleted ids?
so how can i found 20000th active member systematically ?

You could use this query with phpMyAdmin:
SELECT * FROM xoops_users ORDER BY user_regdate LIMIT 19999,1
