Same ISP number and Xoops

I have had a couple of people tell me that they have more then two computers running in their house and that when the family are on them they both would like to access my site but only one can. They are using a cable connection running on a single isp number behind a firewall. Is it because they are using the same isp number? and if so how can I fix it if possible?
