i need a module that will allow users to upload images no bigger than 102 x 116 and it can have multiple categories and no need for user authentication b/c i want this to be used by anonymouse users also does neone know of a module like this or can someone make me plz?

I predict that you'll turn off anonymous upload within two days but that is your choice.

right over here in the photo galleries you'll find some that will do images with settable limits.

Even the core Images function will do what you want.
