I want to define the mail format and content sent by XOOPS system. for instance, when new user took the registration in my site, i will receive a promotion mail, and also this user will receive the mail used for activation... now i need to make these mail more personality. but i can not find it's administration page. anybody can tell me how to do?

the email templates that are sent by the system are defined in:
/language/<yourlanguage>/mail_templates/

The one you are looking for is register.tpl
