I installed Xoop2 and when I run http://xoops/index.php, I get blank page. In debug mode, I get this massage:

i set permision directory template_c , cache , uploads
with read & write.
i have windows server.

It looks like the IUSR account doesn't have the proper permissions. The above mentioned account need NTFS modify permissions.

you should covert to the ntfs partision with command:
convert ntfs:d:
