When I turn on the "News Topics" block for example, I can see it, only If I enter like a member or webmaster. Normal visitor can not see this block. Why?
Which blocks are these?

Hi

You probably need to go into System module => groups and give the anonymous user group permission to view this block.

I think the default is that when you install a new module, registered users and members can access the module and view its blocks, but anonymous users can't. So you need to change their permissions, otherwise they can't see it until they login.
