how to put variables on theme.html

how can i put some variables on theme.htm from files within my modules? If i assign a smarty variable it only gets translated in the template file and not anywhere else. I want to be able to have some of my own dynamic contents on the top part of the site.

actually its working now. must have been caching that stopped it.
