If I create modules for a company for their own use, not to sell, and these modules will use XOOPS permission system etc., does the gpl require that these modules be available for download?

No. The GPL does not require that you distribute anything. It only imposes some requirements on work that you do distribute. For example, if you distribute a binary that's under GPL, then you also have to make the source code available.
