sure this is possible. It will require some work and knowledge on how themes, templates, xhtml and CSS work, but yes, it is possible.

The theme should not be too difficult - the content on the other hand is a little more challenging, I'd say

hmm clone spotlight module and show latest new in block form.
the rest are replaced with blocks

looks like of gaining-mass styles and colors
