Ok, so I've just installed XOOPS, and got past the blank page hurdle. Now, I can log in, but when I go to Administration, it says

"This is your first time to enter the administration section. Press the button below to proceed."

So I do, and it starts to log me in

Logging you in...

But in the top left hand corner it has a small message saying "failed open file".

Then, it puts me back to the "First time" message, and I'm stuck in a loop. Any ideas? Can I re-enter admin.php, or did it get configured during the install?

P.S - Got all the correct PHP Versions etc.

check that your permissions on the /cache folder are correct.
On an *nix server this folder, set permissions to 777, on a windows server, give the IUSR_<COMPNAME> account full control on this folder. Also check if /cache/adminmenu.php exists and has at least 666 permissions on unix and write control on Windows.
