I tried to ass a custom block under the annonymus users block menu, but it add the block under "registered users". Why can't I add a block that anonymus users can see?

You also need to go to system admin/groups and then "Anonymous Users", and then put a checkmark in the block you created. This will allow anon-users to see the block.
